Yes, within certain limits. We asked our legal department to provide some guidelines for you, and here is what they said:
Blizzard Entertainment® hereby grants you a personal, non-exclusive, non-transferable and non-assignable license to use and display, for home, noncommercial and personal use only, one copy of any material and/or software that you may download from this site, including, but not limited to, any files, codes, audio or images incorporated in or generated by the software (collectively the "Downloaded Content" ) provided, however, that you must include or maintain all copyright and other notices contained or associated with such Downloaded Content. You acknowledge and agree that you may not sublicense, assign or otherwise transfer this license or the Downloaded Content and that no title to the Downloaded Content has been or will be transferred to you from Blizzard Entertainment® or anyone else. You also agree that you will not alter, disassemble, decompile, reverse engineer or otherwise modify the Downloaded Content.

Are there any legal notices and disclaimers that I need to have on my site when talking about your products?

Can I do a total conversion of your games?
Yes. We've seen some very polished and fun conversions for our games, and have no problems with total conversions so long as they are for personal use and do not infringe our End User License Agreement included in our games, nor the rights of any other parties including copyrights, trademarks or other rights.

The above Product Identity is not Open Game Content.
Designation of Open Game Content
Subject to the Product Identity designation above, the following portions of the books are designated as Open Game Content:
- all creature and NPC statistic templates, (i.e. from Size Type (e.g., Small Undead) down to the italicized text immediatly before the "Description" header);
- all skills, feats, special attacks (SA), and special qualities (SQ);
- prestige classes;
- all text under the "Powers" section of magic items or artifacts;
- all text under the "Spell Effect" section of spells and true rituals;
- all text under the "Combat" section of a creature's listing;
- and anything else contained herein that is already Open Game Content by virtue of appearing in the System Reference Document or some other OGC source.
All content of these books, regardless of designation, are copyrighted year 2004 by Blizzard Entertainment. All rights reserved. Reproduction or use without the written permission of the publisher is expressly forbidden, except for the purpose of review or use of OGC consistent with the OGL.
